Flushing out The Cellars wasn't something Delphi could just do.

He had to contact PhlaPhla first, the egri that oversaw that sector of Earth.

"I see no other alternative," Delphi said. "The Azurian child obviously has to be eradicated, but I also believe every guard I send down after her will be killed."

"It's such bad publicity, though. All those people..."

     "It's hardly unprecedented."

"They have families, people who love them."

"You pretend to empathize with the scum that scurry around The Cellars with the other vermin."

"I do empathize with them. It's an aspect of my personality I treasure. It gives me an edge when it comes to dealing with...everybody."

     "I would find it debilitating."

     "You'll warn, at least."

"Warn the child, you mean? Absolutely not. Release the bees, then clean up quickly. It shouldn't take more than an hour."

"There's no way I can dissuade you."

"Get me in touch with the Azure. I would welcome their wise council at this juncture."

     "I cannot do that."

"Then hundreds must die. Still, millions dwell in The Cellars around the globe. There will be anger, but it will pass."

     "If you say so."
